Thoughts:

This dark comedy is set in an alternate universe where England is a dystopian empire ruled by a mad President who keeps an equally mad prisoner in the Tower of London, a Dalek.  In an example of time travel paradox that prefigures the writing of Steven Moffat, the Doctor and Evelyn simultaneously stop a Dalek invasion of Earth in 1903 while arriving in 2003 to see the human survivors celebrate the Jubilee centennial of the English Empire built using Dalek weapons.  Imperialism and the Dalek-ness – for lack of a better word – of human nature are implicated directly in this story.  The acting from the regulars and the guest actors is top notch, and Shearman’s script is unsettling in a way not often achieved by Doctor Who.
